Interstate zoning rules on APC agenda

Zoning changes along Interstate 65 north from Lebanon aren’t intended to attract commercial, industrial or residential development to the area, said Rachel Cardis, executive director of the Area Plan Commission.

She and county attorney Bob Clutter have for about seven months been drafting wording for an “overlay district” that would supplement the county’s 1998 comprehensive plan. Updated in 2011, the plan specifies what can and cannot be built in areas under the county’s jurisdiction.

The overlay district is on the plan commission’s agenda when it meets at 7 p.m. Wednesday, Aug. 7, in the Boone County Annex, 116 W. Washington St., Lebanon.

Several people who are concerned new regulations would adversely affect farmers are expected to attend the meeting, Cardis said.

If the plan commission adopts the overlay plan, the Boone County Commissioners would have 90 days after being notified of that decision to vote on an ordinance establishing the district.

An overlay district adds additional controls to zoning regulations. An overlay was approved in 2004 for I-65 south of Lebanon, primarily to govern development on the west side of the interstate.

The proposed Interstate 65 North overlay is an effort to be proactive, Cardis said.
