Rural residents may see a break if changes to the proposed stormwater utility fee are approved.
The Board of Directors of the Stormwater Management Department talked about changes to the fee during a meeting Thursday afternoon, Jan. 10.
The initial fee proposed would have charged $3.86 per home in Zionsville. For all parcels that are not residences – such as farms, industrial or commercial uses – the fee would have been $3.86 per 4,400 square feet of impervious surface, such as rooftops, parking lots and other hard surfaces. The proposal was rejected by the town council during its November meeting. The fee was modified to have a three year phase-in.
Money raised from the fee will go to the stormwater department, which is paid for now from the street department and Motor Vehicle Highway fund.
The budget will be used to ensure the town meets certain requirements set for by the Clean Water Act for water quality purposes. Some of those requirements are public outreach and education, purchasing equipment and maintenance of storm drains.
The board discussed adding a factor for rural residents since many rural residents have voiced displeasure with the fee since there are no storm drains in the rural area.
