Zionsville council approves annexation

Zionsville — The Zionsville Town Council met in special session Thursday morning, April 4, to consider an annexation agreement with Whitestown.

Significant overlap between the areas Zionsville and Whitestown town councils each wanted to annex was the genesis of the issue, according to Zionsville Town Council President Jeff Papa, who worked on the interlocal agreement with Whitestown Town Council President Dawn Semmler. The agreement eliminates the overlap; allows Zionsville schools to remove Boone Meadow Elementary and 33 acres across the street from the school from Whitestown and into Zionsville’s jurisdiction if the school board chooses to do so; and allows commercial properties on 40-plus acres along Whitestown Parkway to ask to be removed from annexation if they wish.

“It doesn’t affect the school districts whatsoever,” Papa later stressed. “It doesn’t change where anyone goes to school.”

Other highlights of the agreement include Zionsville paying half the cost of a stoplight at Whitestown Parkway and CR 700 E; Whitestown and Zionsville agreeing not to sue each other over the annexation; and agreeing not to encourage other disannexation beyond what’s included in the interlocal agreement.

“I think beyond this situation it was a good experience because we found some things we agree on and can cooperate on,” Papa said.

The council approved the interlocal agreement unanimously.
