Comments from residents and the town council have swayed the proposed stormwater utility fee yet again.
Gavin Merriman, stormwater program manager, presented the Board of Directors of the Stormwater Management Department what could be the latest change in the fee — a rural factor of 71 percent. The board discussed the factor Monday afternoon, Feb. 11.
The board first discussed using a rural factor during its January meeting.
The fee would have charged $3.86 per residence in Zionsville. For all parcels that are not residences such as farms, industrial or commercial uses, the fee would have charged $3.86 per 4,400 square feet of impervious surface such as rooftops, parking lots and other hard surfaces. The proposal was rejected by the town council during its November meeting. The fee was modified from an original version to have a three year phase-in so residents would not pay the full amount right away.
