The Hamilton/Boone Drug Task Force made its biggest prostitution bust after a nearly yearlong investigation.
Wednesday, May 8, police raided Beijing Spa, 12121 N. Michigan Road, and Dove Spa in Carmel after an investigation that began in the summer of 2012. Maj. Aaron Dietz, division commander of the task force, said the spas’ owner, Lu Wang, of Fishers, and the manager of both spas, Jinna Luan, of Carmel, face charges of promoting prostitution, a Class C felony. Aiqin Yu, of Zionsville, and Hui Xiao, Min Yu, Toby Hou and Yajie Liu, all of Carmel, face prostitution charges. Dietz said all of the women are in the country legally.
They were being held at Hamilton County Jail. He said he believes some of the women have posted bond, but Wang and Luan have not. Dietz said after those two post bond, they will be transported to Boone County Jail and post bond there as well.
He said the agency received anonymous tips about the Dove Spa committing prostitution during the summer of 2012.
“We coupled that with law enforcement intelligence at the time, which substantiated the tip,” he said. “At that time, we started doing background investigations, surveillance and other strategies.”
In December 2012, Dietz said, an undercover officer went to the Dove Spa, and a woman committed prostitution. Dietz said other undercover officers went in and had the same result.
“After we went in there the first time, we identified Beijing Spa as being connected in ownership through Lu Wang,” he said. “Knowing that, we were able to identify where the businesses were being advertised, which was in the Internet culture of sexual services. That solidified our suspicion of these places.”
